VILLAGE HALL REFURBISHMENT 2012 

After all the ups and downs, the Trust is very pleased to report some positive progress. We have been awarded grants of £27k for architects costs and £5,186 for project support.  These grants will pay for an architect led Design Team to prepare final plans for the refurbishment (with community consultation), apply for planning permission and obtain a building warrant so construction can start in July 2012, as required by the funders. The call for tenders has been posted on Public Contracts Scotland and the contract should be awarded in early December.  

As reported before, the capital fund stands at almost £400,000, which is expected to be sufficient for a basic refurbishment. It may sound a lot but 20% will go on VAT and around 10% on necessary fees. A complete refurbishment that includes all the improvements that have been asked for in the consultations (e.g. full insulation, triple glazing, efficient heating, downstairs meeting rooms with windows, improved kitchen and toilets), will cost more than that, so further applications are being submitted to increase the funding available. If sufficient funds have been accumulated by May, a full refurbishment will go ahead. However, if there is not enough to do everything at once, the refurbishment will be divided by the Design Team into two phases. Phase 1 will start next July (using whatever funds are available) and the rest will be added at a later date. Phase 1, even without additional funds, will provide a much improved, functional building but we hope for more than that. The Trust wants to make the Hall a sustainable facility that will meet the needs of all the community, now and for a long time ahead. 

The Hall Development Group of the Trust would welcome offers of assistance and ideas for further funding. When the details of the refurbishment (or Phase 1 of it) are decided, many of the Hall User Groups have offered to help by applying for funds for new equipment (e.g. chairs, tables, kitchen equipment, sports equipment). Such joint efforts are going to be the key to getting everything done. 

The construction phase is expected to take about 6 months. This will cause disruption to all activities in the Hall but the Trust hopes that everyone will think the disturbance is worthwhile. On Saturday, with lots of help (thank you, thank you), all the Hall storage areas underwent a major clearout. This was in preparation for the day, now starting to loom, when the Hall will have to be emptied. The Trust will try to arrange temporary storage but User Groups are asked to start planning now for the period when the Hall is closed.
